SH|RN Consultancy

was founded in 2013 by Stefan Horn and Rudolf Netzelmann.

Before establishing the consultancy, we collaborated in various constellations – across institutions, networks and sectors – delivering a wide range of European, national and local projects, programmes and strategic initiatives.

Today, project development and implementation remain at the core of our work. We operate as curators, project developers, facilitators, evaluators and project managers, supporting organisations throughout the entire project lifecycle.

Our advisory services are grounded in extensive hands-on experience, long-standing professional networks and trusted international partnerships.

We work with a flexible pool of specialised experts who contribute high-level technical and methodological know-how according to project needs.

In addition, we maintain strong and diverse collaborations with partners across almost all EU Member States as well as in Africa, Latin America and East Asia, enabling us to build effective transnational consortia and deliver projects with real international reach and impact.

Stefan Horn

started his career as a set and exhibition designer with commissions from the German National Theatre in Weimar, the National Gallery in Baden-Baden, the Academy of Arts in Berlin. He now works internationally as a cultural manager, project developer, workshop and conference facilitator, and curator.

He has 20+ years of experience in the management, conception, and production of artistic and cultural projects, as well as in budget management and evaluation at national, European, and international levels.

Since 2000 he has been the artistic director of the Berlin-based art association urban dialogues, which engages with all manner of change and flux in relation to urban issues through site-specific and community-based art projects and urban interventions.

Rudolf Netzelmann

Since 1995 the sociologist has developed, evaluated and coordinated European collaborative and network projects in the realm of vocational 
and educational training, health research, culture, urban and regional development, and international cooperation.

His particular expertise lies in inter-disciplinary and inter-sectorial cooperation where research and practice converge. He draws special attention towards sustaining and upscaling of good practices and approaches.

He is highly competent and experienced with regard to internationally applied project planning methods, such as Logical Framework, and with the tender, application, contractual and procedural standards of the EU.
